What the HFE letter is
The HDB Flat Eligibility (HFE) letter is one document that tells you three things: whether you can buy an HDB flat, which CPF housing grants you qualify for and how much, and whether HDB will lend to you and up to what amount. It replaced the old HDB Loan Eligibility (HLE) letter on 9 May 2023, so older guides that talk about the HLE are out of date. We checked the details below against HDB’s own guides on 12 October 2026.
Because grants and loan amounts are assessed together, the letter is also your best guide to your budget. Read the loan figure alongside the HDB loan vs bank loan comparison before you decide how to finance.
Who needs one
Anyone buying an HDB flat needs a valid HFE letter, whether it’s a BTO, a sale of balance flats, an open booking or a resale flat. For resale, you need it before you obtain the Option to Purchase from the seller and again when you submit the resale application.
Sellers don’t need an HFE letter to sell. They should still ask to see the buyer’s letter before granting an OTP, because a buyer without one can’t proceed. If you’re an upgrader buying another HDB flat after selling, you need your own HFE letter for the purchase. Our HDB resale process guide shows where it fits on the seller’s side.
How long it is valid and how long it takes
The HFE letter is valid for 9 months from the date of issue. HDB says approval typically takes about one month after you’ve submitted all the documents it asks for, and longer around sales launches.
| Item | Time |
|---|---|
| Draft of preliminary check saved | 30 calendar days |
| Window to submit the full application after starting the check | 30 calendar days |
| Processing after all documents are in | About 1 month |
| Letter validity | 9 months from issue |
| Resale option period it must cover | 21 calendar days |
Time your application so the letter will still be valid through the option period and the resale application. If you start viewing in month eight, you risk the letter expiring mid-deal.
How to apply
You apply on the HDB Flat Portal with Singpass. There is no fee. The process has two stages.
Stage 1, preliminary check. You enter household details (Myinfo can fill most of them), the income of everyone applying, any interest in private property, and whether you’ll need a housing loan. If you will, you also declare monthly commitments such as other loan instalments. You get a preliminary assessment straight away.
Stage 2, the HFE application. Within 30 calendar days of starting the check, you confirm your loan choice, compare HDB and bank packages, and can request in-principle approval from participating banks (HDB lists DBS, Hong Leong Finance, Maybank, OCBC and UOB). Every applicant and occupier logs in with Singpass to verify their details. You upload the supporting documents HDB asks for, such as your latest IRAS Notice of Assessment, and submit. HDB sends an SMS when the letter is ready.
If anything you declared in Stage 1 changes, such as your job, income or private property, HDB says you must start the preliminary check again.
Why HFE applications fail or come back smaller
HDB does not publish a list of rejection reasons, so the points below come from the eligibility rules on its own pages rather than from rejection data. Most problems fall into a few groups.
| Problem | What the rule says |
|---|---|
| Household doesn’t fit a scheme | At least one buyer must be a Singapore Citizen and the family nucleus must meet HDB’s scheme rules |
| Income too high for an HDB loan | HDB loan ceiling is $16,000 a month for families, $8,000 for singles |
| Recent private property | No private property owned or sold in the 30 months before the HFE application, for an HDB loan |
| Two HDB loans already used | A household can take at most two HDB housing loans |
| Not working | Applicants must be working at the HFE application and at loan disbursement for an HDB loan |
| Loan smaller than expected | Instalments are capped at 30% of monthly income, and tenure is capped by age and remaining lease |
| Plus or Prime resale flat | Only Singapore Citizens can buy, BTO income ceilings apply, and private owners face a wait-out |
Two points often get mixed up. Failing the HDB loan test does not stop you buying a resale flat; you can still buy with a bank loan or cash if the household is otherwise eligible. And since 27 July 2026, private property owners and ex-owners no longer face the 15-month wait-out before buying a non-subsidised resale flat, as long as they don’t take an HDB loan. If you own private property, check which rule applies before you apply.
A letter can also come back with a lower grant than you expected. Grants depend on household income, first-timer status and the flat you buy. First-timers buying resale can receive up to $230,000 in total.
What to do once you have it
- Read the loan amount and the grant amount together, then set a price ceiling that includes a cash buffer in case the valuation comes in under the price. Our HDB valuation and COV guide explains why.
- If you’ll take a bank loan, get the in-principle approval converted to a Letter of Offer during the option period, before you exercise the OTP.
- Note the expiry date and plan viewings so you can get an OTP well inside the 9 months.

Common questions
How long is the HFE letter valid?
Nine months from the date it is issued. For a resale flat, it must still be valid when you obtain the Option to Purchase and when you submit the resale application.
How long does it take to get an HFE letter?
HDB says about one month once all supporting documents are submitted. It can take longer in the month before or during a BTO sales launch, so apply before you start viewing seriously.
Do I need an HFE letter if I am paying fully in cash?
HDB says you need a valid HFE letter before buying any HDB flat, and its resale guide asks for one at the OTP stage. A cash buyer with no CPF or loan does not need a Request for Value, but should still apply for the HFE letter to confirm eligibility to buy.
Do I need a new HFE letter if my income or job changes?
If the change is to details you declared, such as employment, income or private property ownership, HDB says you have to start the preliminary check again. Tell HDB rather than relying on an old letter.
Can I take a bank loan with an HFE letter?
Yes. During the application you can compare HDB and bank packages and request in-principle approval from participating banks. You still need a bank Letter of Offer before you exercise the OTP.
Does the HFE letter show how much grant I get?
Yes. It states the CPF housing grants you qualify for. First-timers buying a resale flat can receive up to $230,000 in grants, depending on income and household.
