    Rules used
    • At least one buyer must be a Singapore Citizen. Average gross monthly household income up to S$16,000 for families, S$24,000 for extended families and S$8,000 for singles, for HFE applications from 24 August 2026 (previously S$14,000, S$21,000 and S$7,000).
    • No buyer or occupier may own private residential property, here or overseas, or have sold one in the 30 months before applying for the HFE letter. Households that have taken two HDB loans can't take a third.
    • Loan-to-value: 75% of the price or valuation, whichever is lower (from 20 August 2024). If the lease doesn't cover the youngest buyer to age 95, the limit is scaled down by (lease left minus 20) divided by (75 minus the youngest buyer's age), following CPF's pro-rating.
    • The instalment can't exceed 30% of income, tested at the 3% interest floor. Tenure is the shortest of 25 years, 65 minus the buyers' average age, and the lease left minus 20 years.
    • The loan is charged at 2.6% a year, 0.1 points above the CPF Ordinary Account rate, reviewed every quarter.

An estimate. HDB confirms the loan amount in your HFE letter. Rules last checked 13 October 2026.

    What the calculator shows

The calculator first checks the five conditions HDB sets for its loan. If you pass, the big number is the most HDB will lend on your flat, with the monthly instalment and the limit that set it. The bar shows how the price is paid: the loan, your CPF, and any cash. If you don’t qualify, the tiles switch to what a bank loan would look like instead.

Who can get an HDB loan

    • Citizenship. At least one buyer must be a Singapore Citizen.
    • Income. Average gross monthly household income of S$16,000 or less for a family, S$24,000 for an extended family, or S$8,000 for a single buying alone. These ceilings apply to HFE letter applications from 24 August 2026; before that they were S$14,000, S$21,000 and S$7,000.
    • No private property. No buyer or occupier can own private residential property, here or overseas, or have sold one in the 30 months before applying for the HFE letter.
    • Fewer than two past HDB loans. A household that has taken two HDB loans can’t take a third.
    • Lease. The flat needs at least 20 years of lease left.

How HDB sets the loan amount

HDB lends the lowest of three figures:

    1. 75% of the price or valuation, whichever is lower. If the lease doesn’t cover the youngest buyer to age 95, the percentage is scaled down.
    2. What your income can repay. The instalment can’t exceed 30% of gross monthly income, tested at a 3% interest floor rather than the actual 2.6%.
    3. The price less your CPF. Each buyer may keep up to S$20,000 in their Ordinary Account, and the rest goes into the flat before HDB lends.

The tenure is the shortest of 25 years, 65 minus the buyers’ average age, and the lease left minus 20 years. Older buyers get shorter loans, which push the instalment up and can bring the income limit into play.

    A worked example

A couple aged 32 and 30 earn S$9,000 a month and have S$120,000 in their Ordinary Accounts together. They look at a S$600,000 resale flat with 75 years of lease left.

Their income could support a loan of about S$569,000, but the 75% cap allows S$450,000. They keep S$40,000 in CPF and put in S$80,000, so they need S$70,000 in cash. The loan costs about S$2,042 a month over 25 years, and about S$162,000 in interest.

If the flat had only 60 years left, the lease would fall short of covering the 30-year-old to 95. The limit drops to about 67%, or S$400,000, and the cash needed rises to S$120,000.

    Before you commit

Apply for the HFE letter before you look seriously: it confirms your eligibility and loan amount, and you need it before you can get or exercise an option to purchase. If you’re selling a flat to buy this one, the sell-and-upgrade calculator works out the cash from your sale, and our HDB loan vs bank loan guide covers which to pick.

    Common questions

How much HDB loan can I get on a S$9,000 income?

A couple aged 32 and 30 earning S$9,000 a month can repay up to S$2,700 a month under the 30% rule. Tested at 3% over 25 years, that supports about S$569,000. On a S$600,000 flat, the 75% cap of S$450,000 bites first, so that is the loan.

Do I have to use all my CPF before HDB lends?

Mostly. Each buyer can keep up to S$20,000 in their Ordinary Account. Everything above that goes into the flat first, and HDB lends only what's left after that, up to its limits.

Can I take an HDB loan if I've owned a condo?

Not if anyone on the application owned private residential property, in Singapore or overseas, in the 30 months before applying for the HFE letter. A bank loan has no such rule.

What happens if the lease is short?

If the lease left doesn't cover the youngest buyer to age 95, HDB scales the 75% limit down. A 30-year-old buying a flat with 60 years left gets about 67%. The flat also needs at least 20 years of lease, and the loan tenure can't exceed the lease minus 20 years.

Is an HDB loan better than a bank loan?

An HDB loan needs no cash down payment if your CPF covers it and its rate is stable, but 2.6% is above most bank packages in 2026. You can switch from HDB to a bank later but not back. Our HDB loan vs bank loan guide compares the two.
