What drives Punggol resale prices
Punggol prices are driven by young leases and a steady stream of flats reaching their minimum occupation period (MOP). Building only began in 1998, so leases are young and buyers pay a premium per square foot over older towns: the four-room median of S$680,000 is higher than in Tampines or Ang Mo Kio, even though Punggol is a non-mature estate further from the city.
Development started in 1998 under the Punggol 21 plan, slowed after the Asian financial crisis, and picked up again under Punggol 21-plus from 2007. Most of the town has been built since then, and it is planned to reach about 96,000 homes. That is why two-room and three-room flats sell at high psf figures here (S$812 and S$749 psf medians) and why four-rooms dominate, with 848 of the town’s 1,639 resales.
Transport has improved. The North East Line has served Punggol station since 2003, with the Punggol LRT’s east loop from 2005 and west loop from 2014. Punggol Coast station opened in December 2024 as the line’s new terminus, under the Punggol Digital District, the Singapore Institute of Technology campus and Punggol Coast Mall, which opened in March 2025. The Cross Island Line’s Punggol extension, with a station at Riviera, is planned for 2032.
Punggol Waterway, finished in 2011, and Waterway Point mall next to Punggol MRT give the town its main draws for families.
Where Punggol flats fetch the most
Large five-room lofts near the Waterway set the record. In February 2026 a 1,582 sq ft five-room loft on the 16th to 18th floors of Block 306D Punggol Drive, in TreeLodge @ Punggol, sold for S$1.47 million (S$929 psf). Stacked Homes noted Punggol has only 37 loft units, 14 of them in TreeLodge, and pointed to Punggol Waterway Park, Punggol View Primary and Punggol MRT and LRT nearby.
Beyond those, million-dollar sales are rare. Only 19 of 1,639 Punggol resales reached S$1 million in the last 12 months, all five-rooms. The top four-room sale was S$872,000, and executive flats topped out at S$940,000.
What Punggol sellers should know now
Expect heavy competition from Northshore. Several Northshore projects completed in 2020 and 2021 are reaching MOP: reports list Waterfront I and II @ Northshore, Northshore StraitsView, Northshore Cove and Northshore Edge, adding a few thousand flats that owners can now sell. The counts differ between sources, so we have not put a single number on it, but the mix is heavy in two-room and four-room flats.
If you are selling a four-room elsewhere in Punggol, your buyers will be comparing you against these newer flats with more lease left. Location matters more than in older towns: walking distance to an LRT station, Punggol Coast or Waterway Point, and a view over the Waterway are what separate similar four-rooms.
The wider market has slowed. HDB’s flash estimate put resale prices down 0.2% in the third quarter of 2026, the third quarterly fall in a row, while transactions rose 17.7%. EdgeProp also reported that non-mature estates made up 11.4% of million-dollar sales that quarter, the highest share yet, but in Punggol that applies only to the largest five-rooms.
