What drives Toa Payoh resale prices

Toa Payoh prices are split in two: newer Bidadari flats with over 90 years of lease sell for S$1 million and up, while the original 1960s and 1970s blocks around the Lorongs sell for a fraction of that. The town-wide four-room median of S$1,000,000 sits right on the line between them, so the median tells you less about your own flat than in most towns.

Toa Payoh was the first new town the HDB built itself, after Queenstown, with redevelopment starting in 1964. That age shows in the three-room market. Three-rooms were the busiest flat type over the last 12 months, with 420 sales at a median of S$380,000, or S$531 psf. Many of these are in older blocks where the remaining lease is now the main thing a buyer’s bank and CPF usage depend on.

Transport is strong across the whole town. Six MRT stations serve the Toa Payoh planning area on four lines: the North South, North East, Circle and Thomson-East Coast lines. Toa Payoh station sits under HDB Hub with the bus interchange, Braddell serves the western side, and Woodleigh on the North East Line serves Bidadari.

Where Toa Payoh flats fetch the most

Bidadari sets the ceiling. In January 2026 a four-room flat at Block 115C Alkaff Crescent, in Alkaff Lakeview, sold for S$1.336 million (about S$1,280 psf), and EdgeProp reported that eight of the 14 million-dollar four-room sales in Toa Payoh that month were in Bidadari. Two months later a 10th to 12th floor four-room at Block 118A Alkaff Crescent sold for S$1.368 million (S$1,311 psf), which is also the top four-room price in the data.gov.sg records for the last 12 months.

Stacked Homes put those prices down to three things: the blocks face The Woodleigh Mall and Woodleigh MRT, north-facing units look over Bidadari Park and Alkaff Lake, and Cedar Primary, Maris Stella High and St. Andrew’s School (Junior) are within 1 km.

The numbers back that up. Of the 293 Toa Payoh resales at S$1 million or more over the last 12 months, 205 were four-room flats. For five-rooms the median was S$1,050,000 and the top sale S$1,580,000.

What Toa Payoh sellers should know now

Expect more Bidadari competition. Alkaff Oasis, on Bidadari Park Drive, is one of the projects listed as reaching its five-year minimum occupation period (MOP) in 2026, which adds well over a thousand flats that owners can now sell. Island-wide, 13,484 flats reach MOP this year.

Prices have also stopped rising for now. HDB’s flash estimate for the third quarter of 2026 showed the resale price index down 0.2%, the third quarterly fall in a row, even as transactions rose 17.7% to 7,528. Buyers have more choice and more time, so pricing your flat to the right comparables matters more than it did in 2024.

If you own an older Lorong flat, your buyers are looking at lease as much as size. Compare against sales in your own block and the blocks next to it, with a similar lease start, and ignore Bidadari headlines.

If you own in Bidadari, your nearest competition is the flat next door. Floor, facing and park view explain most of the gap between S$1.2 million and S$1.37 million in the sales above.

The newer Plus and Prime flats now being launched in central towns carry a 10-year MOP and resale buyer restrictions, so they won’t compete with your flat on the resale market for many years.

To see what flats in your block have sold for, check your block. If you are selling to buy a condo or a bigger flat, run the numbers on cash proceeds, CPF refunds and the next loan in our sell and upgrade calculator. Nearby, compare prices in Kallang/Whampoa and Ang Mo Kio.

Common questions

What is the average price of a 4-room resale flat in Toa Payoh?

The median four-room resale price in Toa Payoh was S$1,000,000, or S$1,028 psf, across 401 sales registered from October 2025 to September 2026. Older Lorong flats sell well below that; Bidadari flats sell above it.

Why are Toa Payoh flats so expensive?

Much of the four-room volume now comes from Bidadari, where flats completed around 2019 to 2021 have over 90 years of lease left, sit near Woodleigh MRT and face Bidadari Park. Many of them sell above S$1 million.

How many million-dollar HDB flats were sold in Toa Payoh?

293 of the 1,003 Toa Payoh resales between October 2025 and September 2026 were at S$1 million or more: 205 four-room, 83 five-room and 5 executive flats.

Are older Toa Payoh flats still selling?

Yes. Three-room flats were the busiest type, with 420 sales at a median of S$380,000. Buyers pay less per square foot for them because most of the original blocks have shorter remaining leases.
